These impressive toys were made in Germany and designated as EPL 689.  Made from lithographed and hand-painted tin, the 8 ¼” figure pushes a hand cart with removable luggage.  It is a clockwork driven toy, and he walks with incredibly realistic motion.  The original box has great graphics.
