Purportedly, Lehmann made these interesting toys from 1927-1941 using parts left over from the production of others in its product line. With off-centered wheels, he moves along in comical fashion rising from the seat as he travels. These were made with both white and black clowns, each version being called EPL 775. This one is in beautiful mint condition, shiny, bright and clean.
